Revision review

Draft → Estimator Reviewed → Senior Review → Final Approval → Approved for Proposal. A senior recommendation and owner approval are mandatory. Exceptions remain visible throughout review.

Controlled adjustment (senior or owner)

Only supported explicit ledger adjustments are available here. They create a new Draft revision and require renewed reviews. Source prices and productivity remain unchanged.
